Smudger is a Birmingham, England based graphic artist and photographer. And he was (is?) a mod from the revival period in the 70s. He sells both prints of photos from that era as well as his artwork that’s inspired by scooters and mod culture. You can order the art in several formats (even greeting cards) and it’s all reasonably priced.
